As a non-EU citizen it would be extremely difficult for you to get a work permit in England. You would need to find an employer who can prove that they need you because they haven´t been able to find any qualified EU citizens.
Your best bet would be to apply to study in England and while you´re there investigate employers who would be willing to hire you upon graduation.
get a job on a merchant ship that visits ports in england, then you can do a bit of sight, sea-ing.
you can do 3 months on a tourist visa, then take a ride across the channel to mainland europe one day and renew the visa for another 3 months. This doesn't help your job though but you'd have to find a job off the books for cash. Or get a job before (or while on tourist visa) and have them help you get a work visa or residence permit. I don't think the job has to be that special or that they 'can't find anyone else in the EU to do it.' for instance managing an international retail branch. I'm sure there are plenty of people in the EU that can keep the local starbucks running without me.
