Why do the different states vary so much on immigration laws?

Yes, I think when it comes to a national topic such as immigration all states should have the same laws. This would minimize most confusion.
I think differences have occurred due to the number of immigrants in each state, and each state had to decide on their own laws based on different needs by how high the population of illegals were in them areas...sort of like what works best for them at that time.
For example, I think border states have the most generous laws that cater to the illegals because of the large illegal population. Wisconsin doesn't provide many things because of being farther north. I am in Kentucky and I am unsure what plans we have in place.

Its finally good to see someone else here from Wisconsin, in my opinion the mosre civilized we get (political correctness) the more we HAVE to care for people, theres quite a few mexicans where i am and new ones every year, i dont have a problem with that but when i have to stand up for the pledge of alleigance in school its done in SPANISH!
