Why do the different states vary so much on immigration laws?

I have noticed that we argue a lot over things such as welfare benefits, schools, etc.regarding illegal immigrants.Honestly I think we're all having a big misunderstanding due to our various state laws.I live in Wisconsin we have very strict rules regarding illegals and welfare benefits which are federal and also state benefits. Our schools don't give them free breakfasts or lunches. They get an education but with books in English and no interpreters.Don't you think the States should all have the same laws before the illegal situation is addressed on a national level? To me it's just confusing to us citizens to try and debate this subject when someone else's state may be different. What do you think?

Answer:
Yes, I think when it comes to a national topic such as immigration all states should have the same laws. This would minimize most confusion.

I think differences have occurred due to the number of immigrants in each state, and each state had to decide on their own laws based on different needs by how high the population of illegals were in them areas...sort of like what works best for them at that time.

For example, I think border states have the most generous laws that cater to the illegals because of the large illegal population. Wisconsin doesn't provide many things because of being farther north. I am in Kentucky and I am unsure what plans we have in place.
