Look for information about SEVIS fees, student visas, and how the US is accepting visas for Saudis.

I work at University and knows International Student Services/Admissions office really well, so I can answer your questions.
1. You probably be able to. It really depends on how fast the institution will process your admission. If you met all the requirements (i.e. Academic proficiency, Money/Bank Statement), you will be approved in few days. Make sure to send your material in Express mail.
2. Visa will be approved in matter of week or two, depending on where you file. Because student visa is not approved by Immigration, it is much shorter time to be approved by US Embassy in Saudi.
I would apply large public institution (because they accept students in daily basis). I am not sure if you will be able to get into famous universities at this point because they have admissions deadlines... and most of them are April 1 for international students.
