Actually I think the man just answers an add to be a penpal to a woman overseas,and then if they decide to married its up to him to go and get her or make travel arrangements,kind of like that Hallmark movie,I think its called Sara plain and tall?I have a step brother inlaw that met his wife that way.But I would say an agency is a rip off!
