They should be given a time limit to go back home or else. They should be able to go back home and not have any punishment at this time, but any who are caught here after the set date, should be punished and deported-not to return. Giving them a time limit is fair and gives them time to keep working and save up to go home. That way we don't have to pay anything to deport the biggest part of them who are honest and want to do right. The smaller part of them who are caught after that date would be taught a lesson with punishment and deportation.
