It appears from the link below that your Mum could only come if she is over 65, and if you have settled status here. I'm not quite sure what you mean by a residence permit visa, but I think settled would mean Indefinite Leave to Remain, without a time limit on your visa.
It also appears that your Mum would need to make the application from her home country; the validity of her visitor visa depends on her intending to return rather than to change her status, so take advice before making any application while still in the UK.

It would probably be best if you don't. If you are talking about the U.K. then you have to realise we are full to bursting. We are at the first point in our history other than during the second world war when we are not self sufficient any longer as we cannot feed our own people from our produce.
