If there are two open K-1 petitions, one pending other is at consulate can the pending petition be withdrawn?

Hello , a friend of mine made a mistake and sent an application fee and filled out a new petition when she received a noir . The USCIS approved it and sent it to the consulate where after the second interview they are holding it and stating they need the first one sent back. Can that first petition be withdrawn that has been at the USCIS for over a year and two months?
