How does the US Government select contractors for government projects and do they hire illegals?

It's a major embarassment, but the Federal government has been caught a lot hiring illegal immigrants. That said, if a government contractor was caught using illegal immigrants, they can do jail time. THe owner of two companies who is building the Fenx at our border and a factory owner who sews backpacks for our military are all doing prison time.
The liberals with their tax us into oblivion agenda,always seem to add hundreds of millions of dollars over the presidential requests on funding of projects!! Let's hope the bill will stop the illegals form stealing jobs! I do hope some legal citizens will get off their welfare asses and do the work!!
The Contractors bid on the Projects through the Regional Contracting Office...Contracting has no idea if the Contractor hires Illegals...but if they are caught they lose the contract and are not allowed to bid on others...we had some small contractors here at Ft Benning get caught by the MPs with Illegals...no only did the Illegals get in trouble for being here illegally, they also got charged with several Federal Felonies to include "Trying to Enter a Military Installation with Fake Identification Papers"...the contractor lost his big money contract...
Why do they keep granting contracts to Halliburton and it's subsidiaries is what I want to know as well.
As to the Chertoff statement, I've heard some others say the same thing . . . umm, including the President.
I'm guessing they think we are a bunch of idiots.
Then again, there is that disorder going around where, if you just keep saying something long enough, people will eventually believe it.
