Answer:
try the US embassy in London, but be warned US immigration are trained by mossad and will scrutinise you at the airport you enter the US, they are security mad, retina scans fingerprints, you have to queue for this degrading dehumanising treatment as they suspect anyone from the UK as potential terrorists, they will possibly take you to one side and ask you personal questions, such as how much money you have on you, reason for visit, are you seeking work etc; etc; indigenous Brits have an electronic visa that automatically lasts 90 days, to be quite frank with you, I have travelled to the US several times in the last three years and find the majority of Americans arrogant, selfish and jobsworth.
Be prepared to be ripped off!
Make sure you take the return flight home or you will be barred from returning to the US for the rest of your life.
This also applies if you buy your own immigration pack from US Immigration, one mistake noticed when being processed and you can never make another application (not a lot of people know that) inside information, I've got the T shirt on it.
If you seek a 'green card' be warned my friend, it is a minefield of red tape and you could pay a fortune in attorney fees and still be rejected, even if you get engaged to an american. Just thinking ahead for you..good luck with your visa application..I may have to do the same even though I am white English born and bread and hold a 10yr passport. Corporate america sucks big time, especially since 9/11. One last piece of advice, if you need to return to the UK earlier than expected, you will need to make sure that your e-ticket provider has a provision for you to take an earlier flight, this normally costs £100 or $100, can't remember which one, check it out with the travel agent before you leave. If you pay for a return ticket at the US airport, departure immigration will pounce on you and give you a full body search in front of all the other passengers clearing customs and immigration. Not a very nice ending to a stay in the US, good luck.
Yeah, you may apply for VISA at the Israeli Embassy in London!
She is a lucky gal to have a guy who wants to see her.

This might get you started.

Cheers!
Phone or write to the American embassy in London for an interview, unless you want to wait forever!
An official will vet your application.
you don't need an agent, anyone who tries to charge you for doing this is ripping you off. Make an appointment at the US embassy in london, its a long way from scotland, but hey, that is the price of love. As long as you can convince the US embassy that you have no desire to stay in the US (the fact that you have enrolled on a course here is important, and they will probably want to see a copy of your results to see that you are taking it seriously)
