You would have to go to a U.S. embassy and apply there. Depending on their backlog etc. it can take anywhere from 3 months to 2 years. However, call them and they will give you a more definite answer (Contrary to popular believe they are quite helpful on the phone).

It would be much easier for you to apply to go to the states before you get married and then get married in the states. It takes less time.

For some reason it is easier to get a fiance visa than it is to get one after marriage. There are exceptions of course.
My son first brought his Fiance to America from Hungary for a 6 month visit. She then went back home. they were married a year later in Hungary and she started the paperwork at the Us embassy in Budapest. It took about one year for her to get all the paperwork. I am not sure if she could enter the Us without her paperwork done if she wasn't going to work since they were married. Call the US embassy in your country to find out more.
