No. Work visas are not being issued for unskilled labor at this time. We've got plenty of native unskilled labor to go around. Work visas are only being issued for college educated, highly skilled workers in fields that have shortages in the United States.

you cant MAKE them citizens, you prolly can sponsor them to become them though, but not sure the process someone help back up my point? :) They should seek a work visa for the US because you don't know if they will grant citizenship to illegal immigrants not on visas due to the long process of receiving visas.

Work visa you would deal with the US citizenship and Immigration Services and the beginning stages of permanent residency you would deal with the Department of Labor in your state with Labor Certification (PERM), then with the US Citizenship and Immigration Services with an I-140 Immigrant Petition for Alien Worker, then the I-485 Permanent Residency Application.
