Because Bush told them so and has told them to break the law. Bush wants amnesty for all illegal alien criminal trespassers. Bush only prosecutes Border Patrol Agents.

Most illegal immigrants that I know work harder than other people, as long as they aren't breaking the law, they're entitled to stay.
