What can be done to speed up legal immigration?
Answer:
That red tape would magically disappear if we rounded up 12 million illegals and deported them. Then watch how big business gets things done, by cutting the red tape to get their workers back in the country. Free enterprise at work.
There is no need to "speed up" immigration, legal or otherwise, into this country.
We have enough foreigners here already!
If you want to emigrate to this country, follow our immigration procedures, or stay in your own country!

Unfortunately there isnt anything that can speed it up. But its not the worst place to try to immigrate too! Trust me...Been trying 3 years to get residency where Im at now and Just got it.
It generally only takes a year sometimes two to get residency or permission visas to go to the states as long as all your paperwork is 100% in order and you have nothing wrong with you criminally (and Im assuming medically as well because a friend of mine is moving to the states perminately and he had to get all kinds of tests at the doctor first.)
Im American btw, I just choose not to live in there
Edit: (Chuck D. Schmuck- Just because I choose not to live there doesnt mean that Im bad mouthing the States. Nothing that I said was even remotely close to a bad mouthing. I just prefer to live somewhere thats clean, and where I can get health insurance and a job without having to fight for it)

making criminal background checks and assuring ourselves that they are not terrorists?
Secure the border first then reduce the wait time and paperwork. let private contractors do the processing under government supervision.
The american public, including the government employees have the ability to change things, and are able to chew gum and ride a bicycle. Effort properly put into inforcement of the laws, already in place, and the concentrated force necassary to speed up background checks, and the paper/computer work will do better, but we need to get off this politico correctness. When most of the terrorists are from the middle east, we need to concentrate on them instead of little old blue-hair ladies.
There are two elements to the time it takes 1) administrative failings and 2) the number of visas we are willing to give out a year.
Until we control our numbers coming illegally, I can't see support for raising the number of visas, since the number of people we have coming now, legally and illegally, is driving our schools and hospitals into the dust in many areas.
As to administrative inefficiency, the raised fees are supposed to help. I read and don't know if I believe, that there are only two people at the FBI who run background checks that need to go beyond the 'instant' database run. That is a biggee. The sheer volume of application and general personnel limits is another. The fees are supposed to address that. Only time will tell. If there is specific 'bureaucratic nonsense' that is unreasonable that you have in mind, suggest that they handle it differently, given their goals.
