I am an american citizen active duty military and I want to get my best friend from africa (Guinea) a temporary visa. How do I go about doing so, every step...

There is nothing you can do. The burden is 100% on the potential visitor to go to a US embassy or consulate and demonstrate that he/she is qualified for a visa.
well...first you have to realize (as i did) that you being a US citizen, and wanting your friend to come see you doesn't mean crap to the US government. it won't help. and neither will your military status. your friend needs to apply on his own, and what happens, happens.

for your friend....he can start by looking at www.uscis.gov and then eventually he will need to visit the embassy in his area.
Most of my friends aren't us citizens, but I am, born and raised...

Anyway, I think the fastest and easiest way would be a tourist visa...

I have many friends that have come over on a tourist visa while my husband is still waiting for his spouse visa.

Just make sure you can provide financial support for him, so they will have verification that he won't be assisted from the government :)
