In North America I would say Canada. I've vacationed up there many times and have found them much more accepting of minorities, less judgmental and more layed back than Americans.

In Europe probably the least strict country is the Netherlands. After all, they have ruled drug use and prostitution as legal activities!
Europe is like one big country with the forming of the European union . They are having their own problems with immigration from the former Soviet block states , as well as some Mideastern countries .
