My name is George Laczko, I actually work at a Canadian immigration firm. This is true, the only way you do not have to complete the 730 days is by being in the company of a spouse who is a Canadian citizen as long as you are living in the same address.
Also, in certain cases, Citizenship and Immigration Canada will also accept if you are working abroad for a Canadian employer.
The last reason would be is if you have overstayed abroad but for humanitarian grounds and these are looked at on a case by case basis. One example I could give you is if you were looking after your father who was dying in a hospital.
