Im a U.S. citizen going to school in England for the summer, do i need a visa to work parttime?

If you are going through a US sponsored program try a work study program (that can get you around the visa situation). Otherwise talk to your school to see what they can do to help you get a work visa.
Since you are going to school, you have a student visa. A student visa allows part-time jobs (certain number of hours a week.)
If you do not have a visa, you can't work legally, or study.
