The right to live and work in Canada ... the same benefits as would be given to someone who obtained permanent residency elsewhere (like the US).
It does NOT include the right to vote ... at any level of government.
It is required that you abide by the rules associated with permanent residency (i.e. have to be in the country a certain length fo time in a given window of opportunity). Because of this, you will be taxed on WORLDWIDE income at the Canadian tax rate. And if your other countries that you have visisted/lived in/maintain residences in require you to pay taxes and there is no tax-sharing treaty between them and Canada, you would have to pay them as well (the treaty provides a portion of your Canadian taxes to the other regions, according to treaty laws).
