What kind of visa does a Mexican citizen need to cross U.S. border to shop?

Did the visa laws just change effective January 2008? - is there a new visa requirement for Mexicans crossing the U.S.-Mexico border just for a day or two to shop?

A passport will do. They issue an I-94 so they can keep track of when you come back across.
