What would be a sensible humanitarian reason(s) to obtain permanent residence here in the U.S.?

My brother's visa petition got approved but the petitioner, my mother, died following approval of the visa petition. Now, I took over and I am his new sponsor. I thought, him being an experienced electrical engineer would be a good reason because he would be an asset of the economy, but it turns out it's not a valid reason. Please help.

Your brother can obtain permanent residency through any of these methods:
1. immediate family in the country (spouse, children, siblings over 21 yrs old - meaning you!)
2. employment
3. lottery
4. investment
5. registry (meaning, if your brother has been here since 1972)
Now, go to the US Citizenship and Immigration Service's site (below) to check on details, such as, you have to prove you can support your brother just in case. Asking an Immigration Lawyer won't hurt either, so try to find one that won't charge you just to have an initial "talk".
I would recommand you to get in touch with your local Senator... they constantly deal with immigration cases and can help.

I know in my case that the embassy even did not respect the law set by the US governement considering I had personally enough assets to qualify.

So once they received a call from the senator to stop their illegal handling from my case, then they called me back for a token reason and told me its ok.
you have humanitarian mixed up with economic. A humanitarian reason would be a political situation that your brother cannot live by. He'd have to be persecuted for his ethnicity/sex/religion or political affiliations in order to qualify for residence in the US.
