Cold war was primarily over USSR and US and USSR is no more and also its hold on Eastern Europe which is no more. Cuba is alone in many ways and having problems without USSR funding.

First, USA may have won the so-called cold war but it's got into a very volcanic-like hot war! Cuba, a left-over from history, could have been settled in 1962 but thankful America should be that nothing untoward happened then! The fact that the U.S. doesn't do business with Cuba has little to do with their dire economic problems. The whole rest of the world trades with them.
Their problem is Communism and under Communist rule NO ONE prospers.

The Coast Guard will not force people into danger, so they cannot just 'turn them away'. There is a process.
