Birth Certificate for Japanese Nationals?

I am filing permanent residency in the United States. USCIS requested copy of my "Birth Certificate", and what do I need to submit as my "Birth Certificate"? I submitted "Koseki Tohon" which is normally used as our Birth Certificate in Japan, but USCIS said that is not what they are looking for. I need help.

Answer:
Ask them if a Japanese passport would be sufficient. A passport proof that you are a national from that country.
