How do you get a visa to live out of the country?

If your husband is working for a company overseas then he must have a work permit from that particular European country where the company is located. If you want to go where he's working it will be quite easy for the company where he works at to petition a permit for you and your children to come along.
If your situation is different, then you will have to petition one at the local immigration office. With a US passport you can remain in Europe for 3 months, but you can't work, go to school full-time or receive government benefits. If you want to stay more than 3 months, I recommend you check out the country's immigration and naturalisation website where you get all the available information and the paperwork you have to fill in...European gov'ment website are quite good actually. In some European countries (Holland) you have to take an immigration exam depending on your nationality. I don't think Americans (assuming you are American) have to take the exam.
