You have a birth certificate - it is customary for it to be reissued at adoption. Check the state records where you were adopted.
Contact the adoption agency that you came from.

Were you adopted through an agency? Were you a domestic (not overseas) adoptee? There should be some adequate record available from whatever agency your parents used. What have your parents told you when you asked for documentation?
There MUST be several interest and advocacy groups about "adoptee rights" or some such - find one of those and start with them to figure out how to do this.

That's odd. Even adoptees get birth certificates.
I'd question your parents and if necessary, contact the adoption agency. EVERYONE HAS A BIRTH CERTIFICATE! When a baby is adopted, the birth certificate is changed and the adoptive parent name is added.

There is a passport back up until about September anyway. Good luck. Birth certificates are only one form of acceptible identification--there are others.
Speak to your adoptive parents. I am sure they can get you in contact with the agency that processed the adoption. I know there are ways of getting birth certificates in cases such as this.
Maybe contact your clerk of courts and explain the situation. They may be able to assist you in what you can do.
