The Republicans (Big Business) get to keep cheap labor with no legal action being taken against them, and Democrats cans say to the Labor Unions we protected your jobs and kept Illegal Latino families from being split up.
The final count shows the Democrats could have passed this bill - if they thought it was going to help get the Pro-Latino vote, but Latino's are against it because of the "touch-back" clause.
