Latino can be used to describe a person who comes from a Latin country like, Spain, Italy, France, Romania, Portugal etc. Because those countries have roots in the same language group Latin. Also it describes Latin America because of the language/cultural grouping.

Being Latino(a) does not describe a race. It has to do more with language grouping and culture.
