Can I get a passport a passport at 17 without parent consent.?

Can I get a passport to the United Kingdom at 17 but predate it till I am 18 years old and not need parent concent or will I need parent concent which means I will have to wait till I'm 18 to get the passport. Also is there any way to get a passport and visa at the same time?

You need a passport first to get a visa,irrespective of ur country,i have no knowledge of uk law
