A Turkish citizen living abroad, that has to do his military service, will be stopped at the border?

As far as I know, yes there is a good chance that this would happen. Even if this was not spotted at the airport, every hotel in Turkey is obliged to take your passport/kimlik card from you for the first night, and enter it on their computer.
Is he studying at all? If so, he could apply to have his service deferred. He would need to contact the Turkish consulate in the country where he is living. Sometimes they will accept other reasons for deferring service, such as starting a business.
I am not up on Turkish law.
However several years ago a guy I worked with just dropped off the radar. He would call on occasion for help fixing stuff. Seems he went home(a visit) to Nigeria (a guess) they put him in the army and he came back 2 years later.
While on Active Duty in Germany one guy had to go to France with a JAG to denounce his French citizenship. He was a duel citizen. His Mom is French his Dad, American and career US Air Force. He was born in France at a US Military Hosp. Evidently the French put out a warrant for him after he had been in the US Army for 6 years. They wanted him in their Army.
I will go out on a limb and say the guy in question should be prepared to serve if he goes to Turkey.
I am sure he will be arrested,then be judged.Maybe he will be sentenced to a few months since he is a deserter.After that,he will be called into military service.
