Last year the same thing happened and students applied for an intern visa that lets you stay one year, then they applied on April 2 when the H1B visa window opened.
Likely that is what she will have to do. However, there are restrictions on that visa, which is why people prefer the H1B.

She's right about the H-1B visas. The next opportunity to apply for an H-1B is Apr. 1, 2008
But if she has a student visa, she should be able to get one year of work auth. (called Optional Practical Training--OPT). She should talk to her international advisor about this asap so they can get the work auth app. rolling soon (She does NOT need an employer sponsor for this). She should then be prepared to have an employer file an H-1B petition ON April 1, 2008 (she DOES need an employer sponsor for the H-1B). There may be a short gap between when her OPT ends and Oct 1 (when she is permitted to begin on the H-1B. She would need to leave, obtain the H-1B at the consulate and reenter.
Easiest thing is to find and employer to sponsor her. Tell her to look for jobs that will give her a visa sponsorship for working here.
