Answer:
1）Go to the nearest police statation and report that their passport is stolen or lost
2) fill out ds 11 and ds 64 from , those forms can be download off at the us department of state website

they need to have two copies of 2 inch X 2 inch picture(passport style)
bring photo copy of their lost passport or copy of their birth certificate
and take those to the nearest american embassy to apply for
a us passport to get back to the USA.

call the embassy and see what they should do..if there is no embassy to call, tell your friend to rub cow dung on himself so he blends in, and sneak out!!
