Why couldn't we do this about immigration?
Answer:
Here's my plan:
1. Place an excise tax upon money transfers abroad.
2. Allow exemptions when people prove they have residency in the USA.
3. Require banks to collect the excise tax and remit it on a daily basis.
4. Require impeccable record-keeping of banks and other transferors of money with criminal and civil penalties for non-compliance.
5. Have sensible rules in place to exempt lawful businesses from the tax but issue stiff penalties for any business which helps individuals circumvent the rules.
Bottom line - hit people in the wallet and they will pay attention to you.

It works for me. I'm sick of giving money to countries and people that don't appreciate it.
That doesn't make any sense. Is Mexico supposed to chain people down so they don't leave? If we can't enforce our own laws, why should they have to pay for it?
We could do that and cut off all Western Union transfers to Mexico.
Watch Mexico scream and whine like the babies they are.
