A group of immigrants has sued the Maryland Motor Vehicle Administration, saying the agency discriminates against foreign-born applicants by denying them driver's licenses or making it more difficult for them to get the licenses.
The 13 immigrants, whose legal statuses could not be determined yesterday, argue that the MVA requires foreign-born applicants to show more proof of their identity and residency than those who were born in the U.S.
They also charge that the MVA does not provide Spanish-language materials, interpreters or appointment verification mailings as is required by law when at least 3 percent of a state agency's population does not speak English.
"The MVA is in violation of their own law," said Gustavo Torres, executive director of CASA of Maryland. "The reality is that even if you don't have work authorization and Social Security in this country, you are entitled to have a driver's license in Maryland. You don't have to" be legal.
I especially liked the part that they couldn’t verify their legal status, and the part that said we require more proof of idenity from foreign born applicants than citizens- I don’t know about anyone else but I had to show my birth certificate and a second form of ID to get a driver’s license. I REALLY liked the part about “You don’t have to be legal”

The New York Supreme Court last week upheld a NY law that would deny licenses to those who couldn't show they are legally here.
It is well settled law that a license is a 'privilege' and not a right.

It's just another example of "profiling" foreigners for special treatment, making the USA a less happy place to visit. The article says Maryland (unlike many) does not require applicants to be legal U.S. residents, so why would they even ask, let alone make trouble based upon irrelevant criteria?
Only designated federal officers can enforce U.S. immigration law. Oddly enough, "being" an illegal alien is not a felony, but "importing", "inducing", "transporting", "hiring", "encouraging entry of," or "harboring" one are all felonies.
