How do I go about teaching under privileged children in Latin America?

First, I really respect you for your choice.
Second, drawing would not be your only skill. If you were to go there you can help them with basic english, let them know the importance of education. Plus at 16 you already should know the importance of health care. Growing up in a western country would have given you many more skills than acknowedge.
Third, if you wanted to work in their country and it was allowed I would get all the proper information from the State Department about proper avenues of immigaration from Mexico to the United States. That way you could encourage anyone you come into contact with that you even think they may be border crossing to do it properly and you could tell them how.
Last, so many of them are in this country already and as of right now I don't see us getting rid of them. At least while you it would be easier and safer to test things out in the United States. Orphanages are not welling over with money and I would be surprised to hear them turning down a volunteer they didn't need to come up with the funds for.

Start learning spanish. Ask a teacher what they would do to find work there. There are plenty of agencies that help place you, you just have to find them. Good luck.
Thee are some faith-based (chruch) organizations that send young people on missions to Latin America. You might ask the pastor of your church if s/he has any thought on the idea.
16 is very young. I suggest you finish high school and study education or social work in college. You may want to consider joining the Pece Corps when you get out.
