It all depends on which country she's originally from. If it was a part of the EU then there shouldn't be a problem. If it was from outside the EU then she'd have to apply for a permanent leave of stay and that could only be granted by the government. If the work she does is of a high grade such as nursing or teaching then the application could be fast tracked. Tell her to contact the Citizens Advice Bureau (listed in the phone directory) who will be able to tell her what steps to take, this is a free service available to anyone living in the UK.
For non-EU nationals the usual qualification period is 5 consecutive years in which you have legally spent at least 10 months in the country (and I think there is a clause by which you can only miss 4 months out of the 5 years for non-work purposes, but not sure). You have to have proof that you were legally allowed to be in the UK for the whole of the qualifying period.
All EU nationals have the right to remain and work in the UK anyway, so getting permanent leave to remain is only important for these people to speed up visa applications for the commonwealth.

People initially got 2 year work permits and after extending it for another 2 years it made a total of 4 years, made it eligible to get leave to remain in indefinate in UK but now laws have been changed, you have to have worked / lived in UK for 5 years, but they do not allow another 1 year to work.
So in essence your girlfriend has to stay for one more year if allowed and then be allowed to get permanent residence.
