Immigration issue?

If a non- US citizen marries a US citizen does the non US citizen have to apply for a green card after they are married. Is it mandatory that the non US citizen apply to the INS to change their status?

Answer:
The US citizen has to apply on our behalf after the marriage takes place. After two years of marriage, the non US citizen has to apply to get a permanent green card.
