we have to be first of all beware that we have to achieve this task and so take the required steps in this regard
also if one can instigate the government at state level to take required measures then the problem be solved easily

Yes, Jay's answer is good. I agree. Every little bit helps. Frankly, I don't have a better answer.
However, I'd like to add something ... I've seen people that are deliberately and blatantly acting like slobs. If they're too lazy to carry their trash to an appropriate garbage container, they "chuck" their fast food bags and cups out the window of their vehicle in front of ANYone's home except their own. We need some kind of special deterrent and punishment for THESE kinds of people, if that's what you want to call them. Perhaps others would be more sympathetic than I am, but there's no excuse whatsoever for that kind of behavior.

It would have been easy for me to answer if the question was "how to keep my locality /society clean ".
But if you want to keep our country clean .. then the only thing you can do is to collaborate with NGO's , Municipal Corporations and other social bodies and create awareness ...
or the best way could be... to make a Munna bhai series... on keeping the country clean...

Cleanliness is next godliness is an old saying and true for ever. It should begin from the individual by keeping oneself clean bodily, mentally, morally and spiritually. Surely if an individual is clean within oneself, his/ her family, house, campus, surrounding, etc remains clean. cleanliness is needed not only in the streets or city/ towns. The public cleanliness i.e.our streets, cities, locality, rivers. etc could be kept clean by mutual cooperation between the public and the government bodies which are responsible for it. First we should stop polluting our surrounding. Secondly sense of cleanliness must be inculcated in the children through education. Special care to be taken in the areas of slums through periodic cleanings and public education. The environment clearance Board should be waken up from deep sleep or it should be issued a notice of polluting its own responsibility.
