Superman himself is an illegal alien from Krypton, and hid out with the Kent family for years.
They killed off Capitan America earlier in the year...so I guess he wouldn't be doing too much.

They would probably do constant border patrols, and use their superpowers to stop illegals from crossing the border.

Captain America would meet with Capitan Mexico and talk on how to help out.
