No. The IRS has a test for dependents. One of the rules is that the person must be a permanent resident of the United States.

You should be able to claim her as a dependent without her having to get a tax ID number. You simply have to show that you are responsible for her care (room and board) and since her visa doesn't allow her to work that shouldn't be a problem. Check out the IRS website for more information:
