i have to go to my country and i have to take my baby girl wtih me but she has no passport;(she is american)and i need to travel in less than 2 weeks

An expedited passport application can be done in more than enough time. But you have to pay an additional fee.
The normal processing time is now over three months.
Because of the new laws, passports are backed up months. If it's an emergency you should contact your embassy to see if she could be issued an emergency visa. Hope this helps.
