all the visas only to the 'good' companies like Microsoft who aren't using them to outsource? Recent discoveries changed my mind that increasing the H1B cap was the way to deal with this, and I never wanted to let as many students who could get a masters or better from our worst colleges to get them without cap, but that is what IT wants. Expect a follow up bill.

My head spun around twice when I saw "Microshaft" and "good companies" in the same sentence. That said, I agree with you on this.
This Bill would have increased the H1B quota to 500,000 from the current 65,000 per year.
The congress serves everyone except those that they have been elected to serve!
You used Microsoft as an example of a 'good' company. That really hurts your creadibility. ;)
Serioulsy, though, when companies say they need H1B because they can't find enough qualified workers, what they really mean is that they can't find enough entry-level workers. There are Americans /more/ than capable of doing those jobs, they're just 'over qualified' - that is, they're older, and thus more expensive to employ...
