They both do - the Democrats out of a misguided theory of 'humanity' and the Republicans becuase it provides a huge pool of very cheap labor for industry.
The push Bush is making right now to resurrect this bad bill is indicitive of the depths the Republicans will sink to to feed their real masters - big business.
