yes, aH-1B's are subject to an annual cap of 65,000. You may start submitting cap-subject petitions on April 1, 2007. On that day, the Service received over 115,000 applications. they were subjected to a random lottery.
the application process is closed for this year, only applications received April 2nd and 3rd were accepted into the lottery. It will likely happen again next year.

Yes, it is very corrupt. The same people get it year after year because as long as you leave the USA before the year is out you get 100% of your taxes refunded. As a result the same people leave and come back in under a different name each year. Consulting companies turn a blind eye to this as they get their taxes back too and the corporations they service have no idea this is going on because as far as they know their consultant just left for vacation and came back. It's GIANT tax scam, yet Hillary Clinton wants more of these people to come in and take prime US jobs because they will work so cheap because they aren't paying taxes.
i didn't know there is a lottery for H1B visa, if that's what you are talking about. but i do know there is a lottery for greencard, however, i think it's going to be discontinued after the new immigration reform. i do know that this year's H1B visa applications spots have already been taken up, mostly by indian owned internet or computer companies, and that made alot of other people very ticked off, like chinese. last i heard, they are actually planning to open up more H1B application spots for this year. i hope you can find more helpful info, good luck
It imports people that are not qualified for the job, they don't do background checks, allows for mor Identity theft and gives them cheap wages no benefits. It's full of holes and restricts the freedoms that Americans have enjoyed for so long, makes democracy obsolete! It will cost Americans into the Trillion of dollars in more excessive taxes and their wages are not going up!
