let me see if i get this right? ur an american citizen or a resident alien if its the last one then yes u need to inform the INS but if ur an american citizen the only people u need to notify is the post office.
if you are a resident alien then it would probably be a good idea.

Read that site very carefully so you know when to notify. You have to notify every time you move.

If you are a lawful permanent resident (green card) you do not have to notify the USCIS when you move.
If you feel that you are not a lawful permanent resident and have an application pending with the USCIS then it might be a good idea.
Otherwise, don't bother.
