It sounds like you are going through the sponsoring him route and if that is the case you have to prove you can support him when he arrives, and if you are on ODSP or other disability pension you may not qualify. If there is no other way, I would suggest he sells his house and uses the profits from the house to pay for living expenses. I am not sure what the 10 year wait is there are no current restrictions on workers coming in to the country. I would consult an immigration lawyer. If money is tight many will give a 1 hour free consultation. You may also be able to use the compassionate basis too.

If he owns the house he lives in - he should rent it out, take any pay severance he can get from his job in US to get him there, as well as pay for a small wedding, and live on while there along with a job of his own. A court judge or boat captain (I always heard) has the authority to do wedding at a smaller cost. Check around. A church clergyman doesn't always need to perform weddings. Any legal I do's should suffice. Right??
Beware...do you truly know this man? It will not cost $10,000. I am a US citizen in the process of immigrating to Canada. It also does not take ten years. As long as there is no criminal record involved, if you or he completes the paper work involved, (anyone can do it, it's fairly easy and a lawyer is not required) it will cost between $800 - $1500 during the entire process. Also, the process could take anywhere between 5 month to a little over 12 month depending on the method used.
I do not know who is giving you this information but it will also not take three years before he's allowed to work. Please be sure that this is not someone trying to scam you. Additionally, it is not any easier to go to the United States as you do not become an automatic resident/citizen once you marry. This would not be the case in Canada either, he would not become an instant citizen/resident. There is a process to go through.
Have you met this man? Has he been to Canada? If not, he should first come here for a visit. He wouldn't neccessarily even need a passport if he travels into Canada by land rather than by air.
There are many ways to come to Canada. Additionally, I am not sure but I do beleive that someone on disability can still sponsor someone. You should check into that further. I do however know that if you were on public assistance you could not.

Marry him, but kept both of your citizenships. You two can still relatively easily legally travel between the two countries.

He can work to get you a house and someone to take care of you.

Why do you think the $10000 is needed in the first place? That will be around $280 per month for the next 3 years.
The easiest way outside of you sponsoring him would be for him to apply for a work permit. Hopefully he has a marketable skill that will afford him entry into the country.
