Just report to the Police and let them do the investigation. By putting someone photos on the net and "accused" her for stealing before she is proved guilty is tantamount to "Defamation of Character" under Singapore Penal Code Section 499. Under Section 500, Whoever defames another shall be punished with imprisonment for a term which may extend to 2 years, or with fine, or with both.
Offerencer cannot be charged at Indonesia if the offence is committed in Singapore.

Generally when someone steal something you report it to the police and let them do their job. You don't just go around accusing people of things and trying to ruin their life.
Call the police and ask if it's illegal.
I'm pretty sure that would be slander and she could sue you for that, especially if you have no proof. If you found her through an agency contact them and let them know, obviously if she asks for a reference from you in the future give her a sh!t one.
