If you are a US immigrant, are you eligible to work in Canada?

Answer:
you would have to have a workpermit for Canada.
If you have come to the U.S. from another country, Canada will still regard you as a citizen of that country unless you have become a U.S. citizen. Any restrictions that would apply to other individuals from your country would apply to you as well; your status as a resident of the U.S. would not matter.
