A girl needed and got medical treatment, but can not access her money from Nigeria, and the medical personel are holding her travel documents until she pays, with the money she cant access until she returns to America. To complicate things, she is a citizen of Chile with permanent residence status in America, and traveled to Nigeria for whatever reason.

I don't know if it's scam or not, but it's a very interesting question. I'd like to know the answer.
I would say the Chilean Embassy should be the one to help her. But I doubt it would.
Considering she lives in the US and her money is here, maybe the US Embassy could help her contact someone in the US that can help her.
