Can an immigrant with conditional residency status in the US obtain permanent status by submitting a VAWA petition, without evidence of abuse by the petitioning US citizen spouse? By evidence I mean a court ruling against the spouse, permanent restraining order, no ER reports, pictures of injuries, etc. Other than hearsay, there is nothing.

There HAS to be evidence of the abuse. Otherwise the application will be denied.
Have the victim get a psychiatric evaluation or talk to psychologist.
Get sworn statements from the victim, from friends and family, the pastor of the church she goes to, anyone with personal knowledge of the situation before and during the marriage.
In my experience these cases have to be very well documented or they are going nowhere.
