It took place and from what I have been hearing, you should have heard by now if you got one.
There are a few special categories that weren't full.
You can check at uscis.gov if you want more details, though.
PS the green card lottery (not H1B) opens in October.
I know there's a green card lottery but I don't think there's H1B lottery. Because you have to at least have a bachelor's degree to even be qualified to apply for the visa. If you get on uscis and check it periodically they usually have news about the H-1B status.
