I have friends here in the USA that are from the UK and their degrees hold up just fine here.
The degree does transfer. The only problem that he may face is that Accounting law is different in the US and the UK. He may want to take some additional classes here if he plans on using th degree for work.
Your friend would need to contact the State Board that regulates and issues licenses to Certified Accountants. The board would request for a copy of his official transcript and would decide whether or not he needs to take more classes. tds is right, he would probably need to take jurisprudence classes or an equivalency exam as the accounting laws differ.
Accounting is pretty standard around the world. However disclosure laws etc may be different. Your friend should write to an accounting firm HR department in the US and ask if they transfer.

I have a friend who graduated with a degree from a School in Scotland. That degree is recognized in US, I don't know why a degree from UK wouldn't also be recognized by employers.
